This is the name of a program that has been proposed to a small community in rural Alberta, with a large gap between those who are prosperous economically and those who are not.
This program was developed in an effort to bridge the gap between them, especially for those who lack the basics of food, shelter, and clothing needed to survive the cold, Canadian winters.
